North Central Neighbourhood Development Underway

A new facility is slated to replace the Mosaic Stadium, providing a variety of housing options and green spaces, vibrant public areas, and a pedestrian link to downtown Regina. The ambitious project is underway as part of the North Central neighbourhood development.
Mayor Michael Fougere described the Regina Revitalization Initiative, as it's known, as a “once in a lifetime change in our downtown.”
“It’s a major change for our city – the stadium being the first step. [It will be] an iconic, beautiful building for football and community events to take place. We’re going to see a transformation of our city like never before,” he said. The North Central neighbourhood development comprises the largest revitalization project in Regina’s history. Starting with the construction of a new stadium at Evraz Place, the relocation of the stadium will free up the existing site at Taylor Field for a new mixed-use development within a short distance of Regina’s downtown. Additionally, the CP railway yard will relocate to the west of the city, releasing new development land along Dewdney Avenue.
“Here, we will expand Regina’s entertainment district and build a new walkway to connect this vibrant area to downtown,” read a statement from the Regina Revitalization Initiative.
The estimated timeline for the North Central neighbourhood development starts with the projected completion of the new stadium in 2017 alongside the finalized Taylor Field Neighbourhood redevelopment planning. From 2017 to 2018, the former Mosaic Stadium will be decommissioned and site preparation will begin for development. The entire project is expected to be finished in 2028.
The North Central neighbourhood is bordered by Coronation Park to the north of the CNR rail lines, the Cathedral area to the south of the CPR rail lines, the Warehouse District to the east of Albert Street, and the Rosemont and Mount Royal neighbourhood to the west of Lewvan Drive. North Central was initially established as an immigrant and working-class neighbourhood at the end of the 19th century.
